<p>The pundits largely panned President Obama&#8217;s <a href="http://www.thedailybeast.com/blogs-and-stories/2010-06-15/obamas-oval-office-speech-reactions-and-commentary/" target="_blank">first  Oval Office address</a>, devoted to amping up his response to the BP  oil disaster. But the White House is taking some comfort in research by  one of Obama&#8217;s campaign consultants—which points toward a new political  strategy that could yet yield a legislative victory on energy and  climate legislation this year.</p>
<p>David Binder, who worked as an Obama for America pollster in 2008,  conducted focus group research among white independent men in Columbus,  Ohio. In stark contrast to the cable TV analysis on Tuesday night,  Binder&#8217;s group reacted &#8220;very positively&#8221; to Obama&#8217;s address—especially  his &#8220;conviction and sincerity&#8221; and his plan for alternative energy  sources.</p>

<p>There is growing worry that a mysterious new Republican political  action committee formed by Bush-era heavyweights including Karl Rove  could harm the Republican National Committee down the line. As we&#8217;ve  been reporting about the RNC&#8217;s woes and chairman Michael Steele&#8217;s  tenure, more and more GOPers tell me that Rove&#8217;s new &#8220;American  Crossroads&#8221; group spells trouble.</p>
<p>&#8220;That is very destructive to the party,&#8221; a former very high-ranking  RNC official told me in an interview today. The official said the group,  which already has $30 million in donor pledges but does not seem to  have an active Web site, will have broad implications for the RNC if it  is successful during this election cycle.</p>
<p>The former official told me that <a href="http://tpmdc.talkingpointsmemo.com/2010/04/steele-allies-point-fingers-at-rove----say-former-rnc-team-fanning-flames.php">my  story about Steele sparring with Rove and his allies</a> offers a  glimpse at where the new group is headed. &#8220;They are gathering the sinews  of power and drawing off RNC resources. If they have the power, the  party will have to turn back to them for leadership,&#8221; he said.</p>
<p>As I reported yesterday, Steele allies believe that he didn&#8217;t do  himself any favors by clearing house of the nearly 100 RNC staffers when  he took the helm in 2009. They suggested the Bush-era consultants and  staffers who were booted may have fanned the flames of the anti-Steele  political fire ignited when spending reports showed a $2,000 tab at a  bondage-themed nightclub.</p>
<p>As Steele&#8217;s problems picked up steam in recent weeks, <a href="http://tpmmuckraker.talkingpointsmemo.com/2010/04/gearing_up_for_midterms_gop_heavyweights_raise_30m.php">American  Crossroads formed and generated buzz</a> &#8212; though those involved with  the group say privately there is nothing to worry about. In addition to  Rove, former RNC Chairmen Mike Duncan and Ed Gillespie are on board. An  RNC spokesman also told me that these groups &#8220;will help all Republicans  as we move towards November. But it comes as top Republicans like Tony  Perkins of the Family Research Council are <a href="http://tpmdc.talkingpointsmemo.com/2010/04/tony-perkins-on-steeles-rnc-if-you-cant-run-a-party-you-cant-run-a-country.php">encouraging  donors to put their money into other groups</a>. Other GOPers <a href="http://tpmdc.talkingpointsmemo.com/2010/04/rnc-meltdown-boosting-other-gop-groups.php">say  there has been an uptick</a> in donations and new members joining  outside political groups and the campaign committees.</p>

On Wednesday, the Judiciary Committee was forced to cancel a hearing as  was the Senate Armed Services Committee.</p>
<p>Sen. Claire McCaskill (D-Mo.) <a href="http://twitter.com/clairecmc/statuses/10985378939" target="_hplink">tweeted today </a>: &#8220;Disappointed. Rs refusing to allow  hearings today. Had to cancel my oversight hearing on police training  contracts in Afghanistan.&#8221;</p>
<p>Sen. Mark Udall also complained that <a href="http://www.huffingtonpost.com/2010/03/23/mark-udall-republicans-up_n_510478.html" target="_hplink">he had to delay</a> a hearing on the cause of Western  forest fires.</p>
<p>Making good on Sen. John McCain&#8217;s<a href="http://thehill.com/blogs/blog-briefing-room/news/88285-mccain-dont-expect-gop-cooperation-the-rest-of-this-year?page=2" target="_hplink"> threat </a>to withhold all Republican cooperation  from Democrats in the Senate in retribution for the majority party using  reconciliation to pass health care reform, the GOP used the rule that  states committees can only meet when the chamber is in session with the  unanimous consent of all members. That consent has almost never been  withheld &#8212; until now.</p>
<p>Armed Services Chairman Carl Levin (D-Mich.) asked for consent for  his panel to operate Wednesday afternoon. He noted, ironically, that his  request had the support of McCain.</p>
<p>&#8220;There is objection on our side of the aisle and therefore I object,&#8221;  said Sen. Richard Burr (R-N.C.).</p>
<p>The GOP objection blocked testimony from Admiral Robert Willard,  United States Navy Commander of the U.S. Pacific Command; from General  Kevin Chilton, United States Air Force, Commander of the U.S. Strategic  Command, and from General Walter Sharp, United States Army Commander,  U.S. Forces Korea.</p>

<p>Gov. Arnold Schwarzenegger (R-Calif.) accused his Republican  colleagues in Washington on Sunday of blatant hypocrisy on the stimulus  package &#8212; railing against the jobs bill in public while poising for  stimulus-related projects and ceremonies in their home districts.</p>
<p>Appearing on ABC&#8217;s This Week, the moderate Republican frequent GOP  scourge pointed to former Massachusetts Gov. Mitt Romney in particular  for arguing this past week that the stimulus bill hadn&#8217;t produced a  single &#8220;net&#8221; job gain.</p>
<p>&#8220;I find it interesting that you have a lot of the Republicans running  around, and pushing back on the stimulus money and saying, &#8216;This  doesn&#8217;t create any new job,&#8217;&#8221; said Schwarzenegger. &#8220;And then they go out  and do the photo ops, posing with the big check and they say: &#8216;Isn&#8217;t  this great, look at the kind of money I&#8217;ve provided for the state and  this is money to create jobs, and this has created 10,000 new jobs, this  has created 20,000 news jobs, and all those kinds of things.&#8217; It  doesn&#8217;t match up.&#8221;</p>
<p>It&#8217;s hypocrisy, said host Terry Moran. &#8220;Exactly,&#8221; Schwarzenegger  replied.</p>

<p>The numbers speak for themselves &#8212; a large portion of GOP voters think that President Obama is racist, socialist or a non-US citizen &#8212; though, when considering them, it is important to note that a disproportionate percentage of respondents are from GOP strongholds in the South (42 percent) as opposed to the Northeast (11 percent). Also note that this is a poll of self-identified Republicans, which means that independent Tea Party types are not included.</p>
<p>Nevertheless here are some of the standout figures as <a href="http://www.dailykos.com/statepoll/2010/1/31/US/437" target="_hplink">provided by Daily Kos/Research 2000</a>:</p>
<ul>
<li class="first">39 percent of Republicans believe Obama should be impeached, 29 percent are not sure, 32 percent said he should not be voted out of office.</li>
<li>36 percent of Republicans believe Obama was not born in the United States, 22 percent are not sure, 42 percent think he is a natural citizen.</li>
<li>31 percent of Republicans believe Obama is a &#8220;Racist who hates White people&#8221; &#8212; the description once adopted by Fox News&#8217;s Glenn Beck. 33 percent were not sure, and 36 percent said he was not a racist.</li>
<li>63 percent of Republicans think Obama is a socialist, 16 percent are not sure, 21 percent say he is not</li>
<li>24 percent of Republicans believe Obama wants &#8220;the terrorists to win,&#8221; 33 percent aren&#8217;t sure, 43 percent said he did not want the terrorist to win.</li>
<li>21 percent of Republicans believe ACORN stole the 2008 election, 55 percent are not sure, 24 percent said the community organizing group did not steal the election.</li>
<li>23 percent of Republicans believe that their state should secede from the United States, 19 percent aren&#8217;t sure, 58 percent said no.</li>
<li class="last">53 percent of Republicans said they believe Sarah Palin is more qualified to be president than Obama.</li>

<p>Republicans love hallowing Ronald Reagan’s name. Too bad they know so  little about the guy.</p>
<p>Last week in Hawaii, the Republican National Committee almost passed a  resolution named after the Gipper. “Whereas President Ronald Reagan  believed that the Republican Party should support and espouse  conservative principles and public policies,” it declared, only  candidates who complied with eight of 10 “Reaganite” principles would be  eligible for party funds.</p>

<p style="text-align: left;"><span class="PullQuote">The GOP isn’t as  close to a political rebirth as its boosters believe.</span></p>

<p style="text-align: left;">And what were those principles, exactly? No. 1—according to the  resolution—was “smaller government, smaller national debt, lower  deficits and lower taxes.” Let’s take those from the top. <em>Smaller  government</em>: Federal employment grew by 61,000 during Reagan’s  presidency—in part because Reagan created a whole new cabinet  department, the department of veterans affairs. (Under Bill Clinton, by  contrast, federal employment dropped by 373,000). <em>Smaller deficits  and debt:</em> Both nearly tripled on Reagan’s watch. <em>Lower taxes</em>:  Although Reagan muscled through a major tax cut in 1981, he followed up  by raising taxes in 1982, 1983, 1984 and 1986. In 1983, in fact, he not  only raised payroll taxes; he raised them to pay for Social Security  and Medicare. Let’s put this in language today’s tea-baggers can  understand: Reagan raised taxes to pay for government-run health care.</p>

<p>In the latest sign of rancor in Tea Party circles, a convention billed as an effort to bring together conservative activists from across the country is being attacked by some leading Tea Partiers as inauthentic, too tied to the GOP, and &#8212; at $549 per head &#8212; too expensive for the working Americans the movement aspires to represent.</p>
<p>The <a href="http://www.nationalteapartyconvention.com/">National Tea Party Convention</a>, scheduled for early February in Nashville, <a href="http://tpmdc.talkingpointsmemo.com/2010/01/tea-partiers-get-organized-at-convention-to-take-it-to-the-next-level.php">grabbed headlines</a> after announcing that Sarah Palin and Michele Bachmann would appear as speakers, Palin as the keynote. According to a message on the <a href="http://www.nationalteapartyconvention.com/">convention&#8217;s website</a>, the event &#8220;is aimed at bringing the Tea Party Movement leaders together from around the nation.&#8221; But organizers are a long way from unifying the notoriously fractious movement.</p>
