<p>Republican National Committee Chairman Michael Steele appeared on Fox  News this afternoon, and had to answer some tough questions about the  recent internal fundraising presentation that included negative  depictions of President Obama, Speaker Nancy Pelosi &#8212; and the RNC&#8217;s own  donors.</p>
<p>The fundraising presentation, which was originally reported by the <a href="http://www.politico.com/news/stories/0310/33866.html"><em>Politico</em></a>,  included the infamous illustration of Obama as the Joker, and also  compared Pelosi to Cruella de Vil. It also directed how to appeal to  &#8220;ego-driven&#8221; large donors, and to appeal to small donors through &#8220;fear&#8221;  and &#8220;extreme negative feelings&#8221; and &#8220;reactionary&#8221; attitudes against the  Obama administration.</p>
<p>Steele said he just became aware of the presentation yesterday, and  that the RNC is looking into it through an internal process. When asked  by Megyn Kelly how to defend it, Steele responded: &#8220;Well you don&#8217;t  defend it. It was unfortunate.&#8221;</p>
<p>Kelly asked Steele about &#8220;essentially ripping on its own donors in  this&#8221; by referring to large donors as ego-driven and small donors as  driven by fear. She asked Steele for his response.</p>
<p>&#8220;I&#8217;m trying to figure out what the intent behind &#8211; I mean, the words  on paper don&#8217;t sound appealing. And certainly we love our donors and we  thank them for the support that they&#8217;ve given us over the past year, and  continue to give us,&#8221; said Steele. &#8220;I don&#8217;t know what the context, or  how that was presented to this particular committee of individuals. I  was told, that&#8217;s typically what people think about our donors &#8212; or  think about donors generally. But that is not the case for our donors.  Our donors are compassionate, concerned activists out there who support a  party that they believe in. And we want that to continue.&#8221;</p>

<p>According to an <a href="http://www.politico.com/news/stories/0310/33866.html" target="_hplink">RNC fundraising document</a> uncovered on Wednesday, RNC &#8220;Young Eagles&#8221; &#8212; party major donors under 40 &#8212; will meet at the facility in the spring.</p>
<p>Also on Thursday, the <a href="http://online.wsj.com/article/SB10001424052748704187204575101461695278910.html" target="_hplink">Wall Street Journal reported</a> that Sen. Carl Levin (D-Mich.) has written a letter to the Justice Department asking for an investigation of Raytheon&#8217;s alleged use of the Blackwater subsidiary, Paravant, for a contract in Afghanistan.</p>
<p>Levin <a href="http://abcnews.go.com/Business/wireStory?id=10008930" target="_hplink">has also suggested</a> that the Pentagon should no longer consider granting a $1 billion contract to Xe Services LLC (formely, Blackwater) due to &#8220;serious questions&#8221; about the contractor&#8217;s conduct.</p>
<p>It was <a href="http://washingtonindependent.com/77476/blackwater-the-senate-and-south-park" target="_hplink">recently reported</a> that Blackwater employees took hundreds of firearms from both the U.S. Mmilitary and Afghan police forces using the South Park alias &#8220;Eric Cartman.&#8221;</p>

<p>The <a href="http://topics.politico.com/index.cfm/topic/RNC" target="_blank">Republican  National Committee</a> plans to raise money this election cycle through  an aggressive campaign capitalizing on “fear” of <a href="http://topics.politico.com/index.cfm/topic/BarackObama" target="_blank">President  Barack Obama</a> and a promise to &#8220;save the country from trending toward  socialism.&#8221;</p>
<p>The strategy was detailed in a confidential party <a href="http://www.politico.com/static/PPM136_100303_rnc_finance_leadership.html" target="_blank">fundraising  presentation</a>, obtained by POLITICO, which also outlines how  “ego-driven” wealthy donors can be tapped with offers of access and  “tchochkes.”</p>
<p>The presentation was delivered by RNC Finance Director Rob Bickhart to  top donors and fundraisers at a party retreat in Boca Grande, Florida on  February 18, a source at the gathering said.</p>
<p>In neat PowerPoint pages, it lifts the curtain on the often-cynical  terms of political marketing, displaying an air of disdain for the  party’s donors that is usually confined to the barroom conversations of  political operatives.</p>
<p>The presentation explains the Republican fundraising in simple terms.</p>
<p>&#8220;What can you sell when you do not have the White House, the House, or  the Senate&#8230;?&#8221; it asks.</p>
<p>The answer: &#8220;Save the country from trending toward Socialism!”</p>
<p>Manipulating donors with crude caricatures and playing on their fears is  hardly unique to Republicans or to the RNC – Democrats raised millions  off <a href="http://topics.politico.com/index.cfm/topic/GeorgeWBush" target="_blank">George W.  Bush</a> in similar terms – but rarely is it practiced in such  cartoonish terms.</p>
<p>One page, headed “The Evil Empire,” pictures Obama as the Joker from  Batman, while House Speaker Nancy Pelosi and Senate Majority Leaders  Harry Reid are depicted as Cruella DeVille and Scooby Doo, respectively.</p>
<p>The document, which two Republican sources said was prepared by the  party’s finance staff, comes as Chairman <a href="http://topics.politico.com/index.cfm/topic/MichaelSteele" target="_blank">Michael  Steele</a> struggles to retain the trust and allegiance of major donors,  who can give as much as $30,400 a year to the party.</p>
<p>Under Steele, the RNC has shifted toward a reliance on small donors, but  the document reveals extensive, confidential details of the strategy  for luring wealthy checkwriters, which range from luxury retreats in  California wine country to tickets to a professional fight in Las Vegas.</p>
<p>The 72-page document was provided to POLITICO by a Democrat, who said a  hard copy had been left in the hotel hosting the $2,500-a-head retreat,  the Gasparilla Inn &amp; Club. Sources at the event said the  presentation was delivered by Bickhart and by the RNC Finance Chairman,  Peter Terpeluk, a former ambassador to Luxembourg under President George  W. Bush.</p>
<p>The RNC reacted with alarm to a question about it Wednesday, emailing  major donors to warn them of a reporter’s question, and distancing  Steele from its contents.</p>

<p>Last week in Hawaii, the Republican National Committee almost passed a  resolution named after the Gipper. “Whereas President Ronald Reagan  believed that the Republican Party should support and espouse  conservative principles and public policies,” it declared, only  candidates who complied with eight of 10 “Reaganite” principles would be  eligible for party funds.</p>

No. 1—according to the  resolution—was “smaller government, smaller national debt, lower  deficits and lower taxes.” Let’s take those from the top. <em>Smaller  government</em>: Federal employment grew by 61,000 during Reagan’s  presidency—in part because Reagan created a whole new cabinet  department, the department of veterans affairs. (Under Bill Clinton, by  contrast, federal employment dropped by 373,000). <em>Smaller deficits  and debt:</em> Both nearly tripled on Reagan’s watch. <em>Lower taxes</em>:  Although Reagan muscled through a major tax cut in 1981, he followed up  by raising taxes in 1982, 1983, 1984 and 1986. In 1983, in fact, he not  only raised payroll taxes; he raised them to pay for Social Security  and Medicare. Let’s put this in language today’s tea-baggers can  understand: Reagan raised taxes to pay for government-run health care.</p>
